Request for Bus Monitors, on the Western Quebec School Board, Elementary school buses.

This Petition is on behalf of all the Parents, and concerned family and friends of the bus going Elementary School children under the Western Quebec School board, as well as community members that are concerned for the children’s safety and their own road safety.
Currently all Elementary school buses under the Western Quebec School Board are operating with no bus monitors. The only supervision on the school buses are that of the bus driver, and in some cases video cameras, that are installed on the bus.
WE, the concerned parents, family, and friends of the children and the citizens of the region, wish to have monitors set into place on every elementary school bus, under the Western Quebec School Board.
It is not practical to assume that the school bus driver can supervise the children on the bus, while operating such a large dangerous piece of equipment as a school bus, and watch the roads, obey traffic laws, see and respond to all pedestrians, cars, signs and traffic lights, while trying to monitor 20 or 30 young children behind him/her on the bus. This is an unsafe driving practice, which can result in accidents, harming local citizens; such as pedestrians or motorists and possibly damages property. The bus driver’s focus should be solely on the road and bus he is operating; by no means should it be split between driving and the supervision of elementary school children.
There have been many instances of intolerable behavior by the children on the school buses, such as: unacceptable language, kissing, theft, punching, fighting, bulling and sexual abuse. Children of an elementary school age need to be under full supervision, by a monitor at all times.
As parents we are made to believe, by the School/School Board that from the moment our children leave us on the school bus in the morning to the moment they are back in our safety off the school bus in the afternoon, they are under supervision and kept safe to the best of the schools ability. We do not believe that a bus driver for supervisor or a video camera that only gets an overall view of the bus is proper or safe supervision.
Currently when something inappropriate happens on the bus between the children, neither the bus driver nor the video camera can intervene and put a stop to it, instead the situation plays itself out and is reported by the bus driver to the school after the fact. Also in an attempt to keep the buses under control Greater Gatineau Elementary has implemented bus reward sheets with sticker for how the bus behaved on any given day, trying to encourage good behavior from their students. But what happens when a child doesn’t behave appropriately and another child falls victim of their bulling or sexual abuse etc. Reporting the situation that occurred and giving a red sticker for the bus being unsafe and uncooperative doesn’t help the child that may now be scared for life, simply because there was no monitor on the bus to intervene and help them.
For the above mentioned reasons, WE: the parents, concerned family and friends or the children and members of the community, ask that monitors be implemented on the Western Quebec School Boards Elementary school buses AS SOON AS POSSIBLE, before other children are hurt or an accident occurs.
