Punish Mia's owner from Pennsylvania who dumped her in a trash bin and ditched to Texas!

Mia was found dumped in a garbage can in New Stanton, Pennsylvania, last week. The dog was found by a city employee, who had the shock of his life upon discovering the pooch. Reports indicate she'd been sitting there for more than three days. The owner Nicole Baker, hasn't fed Mia in over six weeks before dumping her and ditching to Texas. Police reports indicate she just took the dog for a walk and placed it in the bin and left without ever returning.
