Harsher penalties for ALL animal abuse and neglect offences are called for immediately 

Current penalties for animal abuse in Australia have shown that they simply are not working! To be effective the penalties must be harsh enough to act as a deterrent!
Australia must stop their sugar coated reprimands. Abusers simply cry “poor me” and get away with small fines or even just a “slap on the wrist”. Nothing is going to change for animals until the Government is prepared to take a tough approach with laws and regulations by putting in place correct measures that will protect them. The ridiculous penalties as they are at the moment are laughable. The abusers of animals in Australia know that should they actually be taken to Court to answer for their actions that in all probability, they will be free to re-offend.
Animal abusers need to be held accountable for their actions! Laws need to be put in place that are uniform across all States & Territories of Australia. All animal abuse MUST be dealt with by enforcing harsher penalties which include one, or a combination of jail sentences, higher fines, and community service hours. All persons convicted should be placed on an Australian Animal Cruelty Register which would be shared with Police and organisations such as the RSPCA and Veterinary Practices. These people should not be allowed to own another animal or work with animals.

All animals in Australia deserve to be afforded adequate care. It goes without saying that food, water and shelter are paramount! Sadly, for many this care is not something they experience. In our civilised world it is a disgrace that some animals are often seen as nothing more than an object, not worthy of or even needing love, companionship and comfort.

All animals whether they are pets, grazing, breeding or wild, are living, breathing creatures with emotions and feelings. They form family units and grieve their losses the same as humans. They are not objects for us to use and abuse. It is the responsibility of the owner or carer to provide all necessary welfare needs of their animals. Sentinent animals that are bred solely to provide dairy, meat and by products for human consumption need to be protected under the exact same laws.

It has been reported that those who abuse, maim or kill humans will usually have a history of animal abuse.

Animal abuse / cruelty can take many different forms, (they are not limited to those listed here) some of which are intentional such as beating or torturing, failing to provide appropriate shelter, living conditions, transportation, food, water or treatment for injury or ill health. Confinement, puppy mills, indiscriminate breeding of “hunting” dogs that are bred and trained to kill pigs, kangaroos and even cats, killing an animal in an inhumane manner and illegal fighting of animals. Animal cruelty can also be causing psychological harm in the form of tormenting and terrorising. Some cruelty is the result of negligence through lack of understanding. It is not limited to any one species.

We the undersigned request that the Australian Government put in place harsher penalties for ALL acts of animal abuse. These penalties need to be uniform across the whole of Australia.


Animal neglect and abuse is on the increase, no animal seems to be spared! The abusers range from young children through to the elderly, actions are carried out alone and in groups. The majority of abusers can often be seen posing for photographs and even filming their violent and cruel crimes.



The complete lack of remorse is very disturbing, especially when taking into consideration that persons who commit acts of violence and even murder against others will often have a history of animal abuse.


Tough penalties are a must. Abusers have to see that the laws aren’t a joke, which is how they are currently viewed by the majority.


Offenders have a remarkable talent for putting forward emotionally fuelled excuses. We are not asking that the courts turn a blind eye to the unfortunate and sometimes devastating circumstances of a person’s life, we DO however ask that each case be judged as the crime that it is. It is not unreasonable for the court to extend sympathy in such cases, but that does not mean a “get out of jail” free card!

Each State and Territory must work under the same guidelines. Penalties must be uniform, they must fit the crime! But, most of all they must give justice to the animal whose life was abused. Offenders WILL re-offend if deterrents aren’t strong enough to make them stop and think about their choices. We believe that knowing in all probability that the outcome they face will be a prison term and/or harsh fine will help to make these abusers reassess their actions.
