End the allowance of violent cops

More and more we're seeing violent cops beating innocent people for sometimes what looks like no reason, and sometimes even kills the person. I want a petition to get to the president to enforce in all police departments the same justice for the victim as if the situation were reversed. How long would a civilian be in jail if they killed a police officer by brutally beating them? Maybe the police should face the same justice.
