Support Legislation to End Puppy Mills

Our goal is to influence state legislatures to introduce legislation with the express purpose of ending puppy mills. We have developed five simple principles that we believe will end the cruel and unethical treatment of animals by these mills, without damaging responsible breeders. Unlike laws about conditions, these are not subjective or difficult to enforce.

1) All dogs must receive a vaccination package before they are sold.
2) Internet sales are legal, but internet delivery is not. Dogs are not toys, they are living creatures. A licensed staff member from the breeder must meet the new owner in person.
3) A buyer may return a dog to the breeder at any time. While a refund will not be given, a breeder has the responsibility to provide a permanent home for the animals they breed.
4) A dog can not be cruelly overbred. The maximum number of litters from one dog is five.
5) To avoid potentially harmful conditions, no single location may have more than ten breeding dogs at one time.

The penalty for violation will be extremely steep fines. This will ensure the closure of the mills, as well as pay for the law's enforcement, generate money for the state, and generate money to care for the abused dogs.
