Require felons/registered child molesters to have 1 m band anchored smart phones

GPS ankle bracelets on felons/parolees/child molesters don't work as they are line of sight and don't penetrate walls/car doors, like smart phones. Parole board is incompetent and over-staffed unless aided by general public access to parole computer/smart phone identification with longer wavelengths that can be detected in 98% of U.S., through current Megan's Law legislation and Good Samaritan Law, also active in California. Pinging of phones can be narrowed down to several milliseconds every 5 minutes of parolees to extend battery life and ease of parole board duties, and inverse hyperbolic navigation data can be relayed to parole officers and general public privy to widget, made available to all computer/smart phone carriers.
