In order to receive government assistance you must determine your eligibility of being poor unwell, mentally ill or challenges. In addition you may not hold any assets or hold a retirement plan or investment like a Roth or in fact you are not allowed to have any more than $2000.00 in assets. The issues involved in requiring assistance are largely diverse and complex creating many people falling through the gaps, unable to get help. unless They sell thier future and become dependant solely on government assistance, which many in order to receive assistance are forced to choose. Assistance or work and unable to afford health care food and numerous other difficult choices. If you choose work you are not allowed to make more than 1000 a month and that choice looses a significant amount of benefits. For those like myself and petitioners like me. Some of us need help but do not wish to become dependant or vulnerable to government assistance. Some need temporary assistance due to illness or long term job loss unable to become rehired but still wish to work. But these vulnerable distressed people still need help. It is far more difficult to rejoin the labor force when physically I'll hungry or depressed. The option to take a huge loss in selling your I.R.A.s or investments in some cases 30-40 percent in order to pay a few months mortgage or medical bills seem counter productive. I propose that assistance to get temporarily needed assistance allow help to assist or allow loans till retirement in where at time of retirement loans could be repaid. Even with a 1% or 2% processing to repay federal employee time. government entities Fannie Mae and Freddie Mac existed to do much the same thing for poor public to afford housing. Whereas Fannie and Freddie lost money from bad loans. The proposal for fair chance allies the potential to get one back on their feet become productive and have the ability to repay. Terms could be written for early repaymeny and those falling into a deeper need for permanent assistance. The belief that there are many that have fallen into a parasitic symbiotic relationship to government money could not be penalized for having assets durring initial need. This proposal would require more oversite to make correct assessments and determination. But the repaymeny and having millions less fearful their basic needs will not be removed by becoming more successful or more able to work will remove an enormous burden from the welfare system. There could be an additional pay back by reducing corporate welfare benefits for those individuals that wish to start thier own business in order to rejoin the labor force.
