Demand unrestricted access of animal lovers to dog shelter Bragadiru (Romania)

We have started the petition  Demand the unrestricted access of animal lovers to dog shelter Bragadiru (Romania) to support a very popular animal lover in Romania, Mrs. Ioana Pretorian and many other animal lovers who faced the failure of dogs adoption or claim from Bragadiru shleter, because particularly in this shelter the law is violated (the restricted access of animal lovers to Bragadiru shelter, incorrect information and many, many secretes all around) !!! Administration of Supervision and Animal Protection in Romania did not get involved in solving this problem and the animal lovers really need support. 
The restricted access of animal lovers to Bragadiru shelter and the impossibility to adopt or claim a dog from this shelter affect us emotionally, economically and in addition, affect the image of Romania.

  According to the law 295/2013, the General Council of Bucharest is responsible for implementation of stray dog management program by establishment of shelters and information of population on the existence of these shelters promoting the possibility of adoption or claim. The expenses of the program actions (capturing of animals by private catchers – 50Euro/ ALIVE or DEAD dog; sheltering and veterinary expenses etc.) are covered by taxpayers (residents of Bucharest who pays city fees to the Council of Bucharest).
   Unfortunately, the adoption of an animal is almost impossible at the Council’s shelter (Bragadiru). Against the law, the stuff of this shelter provides incorrect information to the animal lovers; the access of people to Bragadiru shelter is limited and carrying a camera or cellular phone inside the shelter is prohibited; people are allowed to look for an animal just for 10 minutes. It is impossible to claim or to adopt a dog within such a short time. In addition, the access of most popular animal activists and organizations to Bragadiru shelter is denied.
Recently, one of the famous animal activists in Romania, Mrs. Ioana Pretorian claimed 2 dogs from Bragadiru shelter and she did not get them back. Any complaints to the Department of Animal Protection within General Council of Bucharest did not help.
   Animal lovers have all the right to get access to Bragadiru shelter because they are residents of Bucharest city and support financially the development of stray dog management program by paying city fees to the Council of Bucharest.

The animal activists stand united in the following requests:
1. Unrestricted access of activists to Bragadiru shelter
2. Effective investigation of the adoption and claim actions at the Bragadiru shelter

Mrs. Pretorian adopted Hercule and started to look for a solution to improve Hercule’s life while all the doctors advised her to put him down. She totally refused the idea and finally, Hercule got a carrier. Since that time, Hercule became probably the happiest dog in the world because he could have a walk again.
Mrs. Pretorian has proven that in Romania exist people who love animals choosing intelligent and humanely solutions for animals in need excluding the euthanasia.

Except the free access of animal lovers in Bragadiru shelter, the life of dogs did not improve too much in Romania.
But Mrs. Ioana Pretorian (co-author of this petition) made a difference in animal management speaking out on TV about Hercule, Chihuahua de Peru (https://www.facebook.com/video.php?v=1630710383817986). Hercule became a problem for a young couple after he had an accident and both back legs paralyzed.

The list of animal lovers and organizations with restricted access into Bragadiru shelter posted on front gate of the shelter was removed, people having free access.
Anyway, the stray dogs do not exist anymore in the streets of Bucharest while the catchers continue looking for them. Also, the Municipality continues to pay a lot of money to these catchers from public budget instead of assigning more money to public systems really in need, as heating system of the city.

Recently, Mrs. Ioana Pretorian received a presidential letter informing her that the petition was further delivered to National Veterinary Authority to investigate the problems that have risen up. The solution adopted by the National Veterinary Authority will be communicated to President of Romania, Klaus Iohannis and Mrs. Ioana Pretorian.
