Petition to Revoke Private Military Training Facility in Riverside County

People who oppose private armies and private combat training

To: Riverside County Board of Supervisors, State Legislators, Governor, and California Attorney General:

WHEREAS Procinctu Group Inc. is a privately owned police, military and governmental agency tactical training center slated to be built on 194 acres of private property owned by John Choate in Homeland, CA, and the following . . . 

It is situated on the East side of Briggs Road between Norden and Gunther, with thirty-one structures planned.  Included are classrooms, covered pool, dorms, administration buildings, mock streets, 6 indoor firing ranges, 3 indoor rifle ranges, a training driving test track and skid pad. 

Procinctu was granted a Public Use Permit (PUP), but it is a private "for profit" corporation located in a residential-agricultural zoning area. Land uses for a PUP are: hospitals, social services, schools and government uses, etc., not %u201C...a security training facility, providing tactical and academic training programs for military and law enforcement personnel" as described in the project description.

Procinctu plans to have simulated land mines, bombs, rockets, mortar, etc.  County noise level for daytime was shown to be 55 decibels at a Jan. 9, 2008 meeting, but in the last public records (2-28-08) the level was raised to 65 decibels when Procinctu improperly labeled itself a governmental agency/educational institution; thus the corporation became exempt from Noise Ordinance 847.



Acquiring occasional business contracts with the government does not make Procinctu a governmental agency, nor does labeling itself an educational institution make Procinctu such.  Education Code 48222:  A private educational facility must offer the same branches of learning as a public school.  Procinctu certainly does not meet those criteria.

An Environmental Impact Report was not done; therefore, major unaddressed issues include: air pollution; toxins in the water table; hazardous fire area; disregarded restrictions on fauna, and others.

(PUP, Section 18.29):  "A Public Use Permit shall not be granted unless the applicant demonstrates that the proposed use will not be detrimental to the health, safety or general welfare of the community."   There is no solid wall around the proposed facility; thus it is a magnet to children.  Native American rights are being overlooked. There is no citizen oversight.  The CA State Constitution guarantees our right in "defending life, liberty, protecting property, and pursuing and obtaining safety, happiness and privacy."  Having Procinctu as a neighbor does not fit this Constitutional guarantee.

In conclusion, the Public Use Permit (PUP885) does not meet the provisions of Section 18.29, which describes a Public Use Permit, nor does it meet the laws and ordinances within this permit. 

THEREFORE, I hereby urge you to act now to Revoke the Permit to Procinctu Group Inc. as it does not meet the criteria for a Public Use Permit, and it has been improperly approved by the Riverside County Planning Commission and the Board of Supervisors of Riverside County, California.

The zone is residential/agricultural; such land use is only for hospitals, social services, schools and government purposes, NOT for combat training.  And though claiming to be a private educational facility, Procinctu is not, according to Education Code 48222, which states that it must offer the same branches of learning as a public school.


Additionally, an Environmental Impact Report was not done, leaving major unaddressed environmental issues:  air pollution, toxins in the water table; hazardous fire area; disregarded restrictions on fauna, and more.  Procinctu will have simulated land mines, bombs, rockets, mortar, etc., but the corporation itself is exempt from Noise Ordinance 847 because Procinctu labels itself a governmental agency/educational institution.

We don't need and shouldn't want private, for-profit mercenary armies, militias or killers-for-hire! Procinctu would be unaccountable to the military brass and our Commander-and-Chief, and probably at taxpayer expense. Although I no longer reside in Riverside County, I was a resident for 38 years, several of which within a 10-mile radius of the proposed site; and my son still lives there. I believe the site is also near a potential wildlife corridor. Procinctu would make bad neighbors for everyone in the area. Please revoke Procinctu's Permit! Thank you.

If we truly want to support our troops, then we should stop paying mercenaries like this three to four times what we pay our soldiers. America was built on freedom AND accountability. We now know that private armies like Blackwater intend to be accountable to no government, to no nation, but only to the highest bidder. In addition we should NOT want the types of munitions anywhere near our schools, neighborhoods and our children. How will they GUARANTEE that nothing harmful will EVER leave their compound? Even though companies like Blackwater get big government funds, they pay thier trained recuits low wages. They train armies from other countries in torture techniques. These companies have been driven from other states by public protest. The BOS couldn't really couldn't find a better use for this land-really? Private armies and trained private militias should ring loud alarm bells. Leave military training to the Dept of the Defense where the electorate has some input through their representatives. Certainly we do not want private militias operating facilities in populated regions without consideration of environmental and social impacts.
