We as residents will not be towed due to insufficient parking spaces

We the paying residents of this complex are entitled to a parking spot by law. When arriving home late hours or weekends there aren't enough spaces for us, let alone guests or family members to visit. This is causing a huge inconvenience to residents, forcing us to park anywhere we can...resulting in being towed without warning and costing a min of 300$. This is illegal and unfair.
