We Need More Metro Cards!

The Harlem Community Justice Center's Parole Reentry program is not providing enough Metro cards for its clients. Given that clients, or parolees, must travel to and from the Harlem Community Justice Center AT LEAST once per week in order to meet the conditions of their supervision, they should be granted AT LEAST 2 Metro cards (single fare): One to travel TO the courthouse, and one to travel FROM the courthouse.

However, under the conditions of parole AND under the aegis and support of the Harlem Community Justice Center, the majority of parolees must also attend substance abuse and anger management counseling sessions, AT LEAST once per week. Due to the fact that staff from the Harlem Community Justice Center are making the referrals to these programs on behalf of the parolees, and the parolees have little to no input as to where they must meet these mandates, it follows that the Harlem Parole Reentry court should be providing not just two but AT LEAST FOUR Metro Cards (single fare) to EACH parolee EVERY week. This should be the rule until the Harlem Community Justice Center is able to provide substance abuse and anger management counseling on the premises, on report day (Thursday).

Given that these mandates are also obstructing parolees' abilities to form normal work schedules, and given also how difficult it is to obtain employment let alone maintain it on such an irregular schedule, and given how little compassion there is publicly for parolees and the justice-involved, the Harlem Community Justice Center is under an ethical obligation to serve this population.

If it is unable to serve this population equitably, it should not be able to function at all.
