Appoint an independent audit of any EU-funds slated for the purpose of animal welfare in Romania

LEGAL SANCTIONING OF MURDEROUS RAMPAGES AND OUTRIGHT BRUTALITY AGAINST ANIMALS BY MEMBERS OF ROMANIA'S PARLIAMENT MUST BE STOPPED!

 


We ask the BELGIAN STATE SECRETARY FOR EUROPEAN AFFAIRS, Mr Olivier Chastel, to appoint an independent audit of any EU Funds slated for the purpose of animal welfare in Romania and demand total accountability.

 

On September 22, 2010 a law was signed in the Strasbourg Protocol Room which dealt with the issue of ANIMAL PROTECTION within the European Union.  Although this law specifically targeted the humane treatment of animals used for experimental purposes, a previous European Union Treaty, namely the AMSTERDAM TREATY of 1997 dealt with "ensuring protection and respect for the welfare of animals as sentient beings."  The protocol of the AMSTERDAM TREATY introduced "a clear legal obligation for the EU Community Institutions (Commission, Parliament, and Council) to pay full regard to the welfare requirements of animals.  In addition to these, the TREATY OF LISBON and the EUROPEAN PARLIAMENT DECLARATION 0026/2011 were initiated to further consolidate a concrete and lasting protocol for the humane treatment of animals by Union Member States.  ROMANIA, being a member state whose MEPs have signed Declaration 0026/2011 in promoting humane treatment of animals including their population control is therefore legally bound by its statutes.

Evidence clearly shows that some members of the ROMANIAN PARLIAMENT have deliberatly chosen to  disregard the Animal Protection Protocols of the EU Treaties and Declaration 0026/2011 and formulate their own laws PL912/2007 calling for the MASS EXTERMINATION AND BRUTAL SLAUGHTER OF STRAY ANIMALS rather than abide by the EU statutes calling for spay and neuter as a humane means of controlling overpopulation. Graphic evidence of this brutality and unspeakable cruelty are herein presented so that members of the European Parliament who signed these Treaties and Declarations into LAW may see the arrogant and total dismissal of their legal efforts to promote animal protection as befits a civilized society.

These members of the ROMANIAN PARLIAMENT are intentionally bypassing the Parliamentary Commission on Public Administration in order to curtail the Commissions' right to vote on the animal population control issue,  at the suggestion of the Romanian Speaker of the House, MRS. ROBERTA ANASTASE, members of the Parliament are to vote in SECRECY via Electronic Vote so that there will be no disclosure who voted for what.

In addition MR. TRAIAN BASESCU and the ROMANIAN CHAMBER OF DEPUTIES have already given orders to go forward with the MASS SLAUGHTER.

In addition ordinary people are bombarded with articles of propaganda by members of the Romanian Parliament in their attempts to gain support for their barbaric actions and attempt to justify such atrocities by enumerating various amounts of money and stating that these amounts are taken away from the people because of the existence of strays on the streets of Romania. 

The importance of exposing these warped and misguided tactics is the fact that these same government officials are reluctant to use humane methods of spay and neuter as per EU Protocol.

WHY are votes being secretly taken, WHY the reluctance to spay and neuter instead of massive, brutal slaughter, WHY was a parliamentary official who stood up against this barbarianism suddenly removed from power in January of 2011?

Perhaps all these WHYs can be answered by the FACT that spay and neuter require the expenditure of money, while the outright slaughter does not because stray animals are murderously eliminated with just the sheer, physical force of brutality. 

Maybe the real answer lies in finding out if the European Union gives money for animal welfare to Romania and the exact amount; if that proves to be the case then an independent commission should be assigned to do a complete investigation as to the appropriation of these monies.

What could perhaps be happening is that money slated for animal welfare could very well be used for purposes other than it was intended maybe even for the personal gains of those individuals who advocate these atrocities. Misappropriation of money and falsification of documents to coverup such misappropriation is nothing new and has been uncovered in other countries of the Eastern Block. Such information, however, is usually covered up and a wall of silence is put up by methods of intimidation. 

It is our ARDENT PLEA to the BELGIAN STATE SECRETARY FOR EUROPEAN AFFAIRS to take this matter seriously and appoint an independent audit of any EU Funds slated for the purpose of animal welfare in Romania and demand total accountability.

We ask that all people of conscience and compassion who view these graphic videos and pictures STOP supporting Romanian Tourism and Boycott products from Romania until such time as these ATROCITIES AGAINST ANIMALS are completely erradicated.  Showing outrage in private is not enough to stop this, so please send your personal letters as well as e-mails to your MEPs (members of the European Parliament) and sign our online petition.
