POPULAR PETITION FOR THE ABOLITION OF THE "BOTTICELLE," OR,  HORSE DRAWN CARRIAGES OF ROME

To The Mayor of Rome

Considering That:

  • Today there is no need for the use of animals for transportation. Tourists have at their disposal many methods of transport that are comfortable, fast, equipped with accessories for every need, and decidedly more economical than horse drawn carriages. To continue to allow the exploitation of the horses used to pull the carriages is unjustifiable.
  • The horses are subjected to a continuous condition of suffering. They are forced to work under inhumane conditions. They are forced to pull heavy carriages every day (800-900Kg). They are made to move swiftly, up hills, along slippery and winding pavement. They have to do this alongside automobile traffic. The noise of the traffic terrorizes them. Serious results, including fatalities, have already happened.
  • Currently in Rome, the traffic conditions are crazy, and chaotic, along with the smog, makes this method of transportation not suitable for the city. Horse drawn carriages are without a doubt cruel to the horses.
  • The drivers are only interested in making the biggest profits from this industry, and not the wellbeing of the horses. (animals)
  • The risk of accidents is too high, because of the fearful and vulnerable nature of the animals, and the congested state of traffic in the streets of Rome.
  • The drivers continually disregard rules set up for the safety of horses, such as, but not limited to carrying more than the allowable number of people or weight, driving carriages during forbidden hours between 1pm to 5pm in the hottest months, and not traveling at a walk and not avoiding slopes.  As well, they do not carry meters aboard the carriages meaning they are not paying taxes like every other working citizen of Italy as their prices are not controlled.
  • THE CITIZENS AND VISITORS OF ROME HAVE SIGNED AND ARE ASKING:
  • Horse Drawn Carriages be abolished and permanently banned in Rome.
  • In the transitory stage, horse drawn carriages be limited to parks and gardens and forbidden on city streets.
  • There are proposals made for other means of employment for the carriage drivers, such as driving taxis, electric antique cars or pedicels, as in other European cities.

I agree 100%. The horses need to be treated humanely and not exploited for the tourist dollars. I have lived in Rome and would worry about the condition of the horses. I urge you to ban horse drawn carriages in Rome.
