No, the otters do not disturb anyone. They don't do any harm, so why killing then? Once a friend told me she saw two otters in a zoo (I personally protest against zoos) and she saw them mating.. so a zoo used a big massive branch or whatever to separate them. Why? It's natural of them to do that as long as they arent forced.
