We, the citizens of Montgomery County, strongly support the need for modification of current Animal Control Regulations to include clearly defined restrictions and guidelines for chained or penned dogs living 24/7 through such means of confinement.  State & local regulations do not set specific standards of care for chained and penned dogs making it very difficult for law enforcement and animal control personnel to address inhumane treatment and public safety issues pertaining to chained and penned dogs.

We propose that County Commissioners take immediate action to approve revisions as presented by the Montgomery County Animal Control and Chaining Committees.  The chaining committee was formed to thoroughly research this issue and provide the best recommendations for our community based on its findings. We respectfully request that the County Commission support the educated efforts of the Animal Control and Chaining Committees by passing the resolution being brought before it.

This resolution will include requests for more humane living conditions for chained and penned dogs and will be comparable to the following:

1.      Minimize or disallow fixed point chaining/tethering 24 hours a day 7 days a week of dogs in Montgomery County.

2.      Disallow dogs to be chained/tethered using a choke or pinch collar at any time.

3.      Mandate that living space be of adequate size, which allows a reasonable exercise area free of entanglements, excrement or objectionable odors, and that the dog have access to shade at all times.

4.      Mandate that general care be provided in a manner which prevents physical or mental distress including proper veterinary care and adequate time spent off chain/tether or outside of pen.

5.      Mandate that only one dog be tethered to each cable system, and that all cable runs have a swivel on at least one end of the chain/tether to minimize entanglement.

6.      Mandate that puppies under 6 months of age not be chained unattended at any time.

We the petitioners feel the aforementioned changes to the current Animal Control Regulations would greatly improve the lives of dogs in our community and make Clarksville a better place to live as a whole.

By signing this petition, we strongly support and urge all Montgomery County Commissioners to vote in favor of improving the lives of chained and penned dogs in Montgomery County as outlined above.

I am very much against a dog being chained up. They should be able to run free and play and enjoy their life, just like we all like to do. I have seen that chaining up a dog makes them become aggressive. Then who pays for that, the dog does...

Iam a animal lover and it hurts me to see a dog chained up day in and day out with no attention giving to them. If you cant talke care of a animal like they are suppose to be then please dont get one. They have feelings just like we do and everyone needs to take that into consideration.

I would like to say that I know first hand how it feels to see a lonely animal confined to a chain and left outside for the elements to do what it will. I grew up with a mother who abused her pets in this same way and I had no say in helping our poor pets. I felt their pain as I would watch them dig holes in the ground just to a have a place to lay and stay warm. I hated my mother for this and still to this day have no communication with my Mother for some of these cruel acts she permitted. I am here to sign this petition in honor of the two pets who died due to being forever chained outside there whole lives. Our wired hair fox terrier, Deak who died of heat stroke and Bagel, our beagle who died of heart complications due to neglect on a life outside on a chain with not one vet check up, vaccines or heart worm/flea medication. I had to watch him get put to sleep the day I took him to the vet due to breathing difficulties from the enlarged heart. I have always had a special place in my heart for animals and I feel this is one small way I can help to keep from this happening to other animals. I know this tale of woe sounds gruesome, but it is the sheer reality of what actually goes on right in the back of peoples warm, cozy little homes. I went to help put an end to it. Thank you

I am in the Airforce and was stationed in guam for 3 years. While I was there I volunteered at a local vet clinic. Oneday a man brought in this dog because it had a sore on its neck. Well the sore turned out to be a chain that had been on the animals neck so long that the skin had grown around it and became infected. The Vet had to surgical remove the chain and the dog almost died due to the infection. Chaining an animal is cruel, dangerous and everyone keeping a animal on a chain should also have to spend time chained alone and them maybe they would understand alittle better about how the animal feels

I find it heartbreaking to see a dog chained to a tree sitting next to a dog house that is way too small for them to even sleep in (which I have seen this in my own neighborhood). If you are not an animal lover, please do not even consider a pet. They love unconditionally and add so much to our lives. Please do not penalize them and chain them up so they can burn up in the summer months and freeze in the winter months. They deserve so much better than this.

I am from Florida, been here for 4 mths and am horrified that there isn't a chain law for animals! You have got to be kidding me? Why? so, my question is: let me chain you up all day 24/7 and see how you like it? I can proudly say that I am a true Floridian who's state law is extremely strict on animal abusers!!!! chaining our friends are ever forgiving pets is a crime! sick, sick , sick!!!

I don't know who is I don't know anything about this state...sorry have no iea who the governor is and not sure who to vote for. Not sure if I even want to because I'm very disappointed with the State of Tennessee.

I endorse the No chained Dogs petition. I have worked in animal control in Columbus, Georgia in the past and chained dogs were statistically some of the most neglected and abused of all kept by man...They were almost always undersocialized, often injured by their own movements, and largely parasiticly infected. They were often also without sufficient water or protection from the elements and incapable of helping themselves escape attack by roaming packs, etc. (if not behind a fence) Chaining is dangerous and neglectful & potentially abusive. It should be illegal and perpetrators charged/fined, and possibly forced to surrender animals. A trained officer can readily tell a dog that is set out on a chain to 'poo' for a few minutes, from one who is largely or always left there. The environment itself tells the story even if the poor dog doesn't. And they do, too actually - you can see it in their eyes, ears, and skin. M. A. Crawford

Unfortunately not. I have been a silent grumbler since moving to Clarksville after discovering that the city provides little control, law or protection for animals of any kind. My fault. I could have at least just griped to the powerholders; for as the Bible says, even the UNjust judge will giveway to the suit of one who won't shut her mouth, eventually.

Take a look at the Rottweiler chained 24/7 behind what used to be Ricki's Automotive on Fort Campbell Blvd. The dog is skinny, on a short log chain, and normally has no water to drink. I think the dog's owner should be chained for 24 hours to see how the dog feels.

It is cruel and neglectful to leave animals chained and unattended. If you aren't going to treat them as a member of the family, then don't acquire a pet.
