We, the undersigned, hereby petition the Lexington Fayette Urban County Council to pass an ordinance forbidding the chaining or tethering of dogs unless they are physically accompanied by an owner.

Chaining a dog, also called tethering, is not only inhumane to the dog, but also dangerous for the human community. According to the CDC, chained dogs are nearly three times as likely to bite as dogs who are not chained. They are more likely to bark incessantly and even attack children or adults who enter their area of confinement. The American Veterinary Association advises, "Never tether or chain your dog because this can contribute to aggressive behavior."

Rarely does a chained or tethered dog receive sufficient care. They may be sporadically fed, rarely given water, and their shelter may be less than adequate. Like people, dogs are highly social animals, and being isolated on a chain is one of the worst cruelties imaginable for them. They become depressed, anxious, unpredictable and defensive about their territory. They are unable to perform many of their most instinctive behaviors, such as tracking smells, playing, and running. Life on the end of a chain is no life at all.

Many communities around the nation, including Louisville, have already passed anti-tethering laws. These laws either ban tethering in favor of secure fenced yards, or restrict the number of hours per day that a dog can be tethered. Surveys of animal control departments in these cities show that these laws really do work, and they require minimal effort to enforce, especially when tethering is completely banned or limited to one hour per day. These cities recognize that happy, healthy and well-socialized dogs make their communities safer for everyone.

Dear friend of SOAR,

I wanted to say thank you for signing SOAR's petition asking the Lexington council to help chained dogs--we really appreciate your support! I also wanted to personally ask you to come to the council meeting on June 2nd (tomorrow) to support SOAR's additions to the animal ordinance that is up for consideration. The ordinance the council is currently considering would require shelter for dogs but would allow dogs to be chained for life.

SOAR is asking the council to add chaining limits and a minimum outdoor enclosure rule (150 sq. feet per dog), so that dogs can no longer be kept permanently on chains or outside in tiny pens.

Council will not pass SOAR's additions unless the voters demand that they do. So far the council has been able to ignore us largely because we don't have many supporters showing up at council proceedings. You can change that just by walking into the room.

How embarrassing for Kentucky to be at the top of a list of states that have such terrible dog laws. Council should be ashamed of themselves for allowing this to go on. It is quite easy to change the law, especially with all those out there who support this and are willing to make sure it is complied with. Anyone who has seen or lived near a chained dog understands the importance of this issue. Please vote to correct this problem in a meaningful and responsible way NOW.

Perhaps councilmembers should have to spend a weekend chained outside, food and dirty water out of reach or nearly so, little or no shelter despite the weather..living in their own feces....I will not vote for my councilmember again if they vote against this ordinance, and I will campaign against them. I'm tired of KY's lawmakers attitudes toward domestic (and really all) animals.

Chaining a dog outside is another form of abuse. It is a way to ensure that the dog stays frustrated and feels abandoned. If the chain is too short he cannot get enough exercise or move in or out of the sun and rain. If it is too long, he can get tangled and even strangle.

This restriction does more than help ensure dignity and respect for canines in our city, but also establishes an enforceable deterrent for the breeding and ownership of the large aggressive dogs that often require chaining to keep controlled and contained and that can pose a threat to our children and our neighborhoods.

It is irresponsible and cruel. People have a moral obligation to care for their pets, if not capable or able then it needs to be given to an owner who will. Societies are judged on their morality by how they treat the elderly and their pets.

I cannot even imagine that anyone would chain a dog. When we drive to the country on weekends, I try to not look at a particular dog that is always chained. Last summer I watched a dog near my post office on a chain in the hot heat carrying his water bowl in his mouth. Need I say more. I want to help our animals. Please do the right thing.

I am strongly in favor of forbidding unaccompanied chaining. Dogs left chained have no way to protect themselves. If they are left unattended for long periods of time, they are unable to seek food, water or shelter. Being chained and left alone is not much of a life for any living creature.

I am a firm believer in this. Chaining a dog creates an angry dog. They are meant to socialize, and have some freedom. They need adequate exercise. Every dog I have known that is mean is a result of being chained up. It is no life.

I believe it is inhumane to tie animals up which increases the potential for their being choked, hanged, caught and injured, or limited in defense if attacked by another animal....or human. I believe that the people who are cruel to animals frequently go on to abuse humans. Often these are spouses and children. Some progress farther into abuse and other violent crimes. DOUG MARTIN - As my elected official listen to me. Who are we to determine what is inhumane? What a ridiculous statement are you serious? If we aren't to determine what is inhuman exactly who should make that determination? Do you expect the dogs, to one day stand up and say "This is inhumane treatment and I'm not going to take it anymore"? If they could speak for themselves being chained and forgotten is one of MANY things they would stand up against. I'm tired of electing pomp ass officials who don't want to ruffle any feathers to take a stand for what is right. You spend my money freely for causes such as saving Lex Tran so a giant bus can run, the salary of a driver be paid, the environment destroyed to carry one or two people. Ever thought of downsizing to vans since I have yet to see a Lex Tran bus even half full. Yet when it comes to the suffering of animals you choose to turn a blind eye. Maybe we should start a publicity campaign to represent the city of Lexington and Fayette County prominently showing the photos of these poor animals with captions such as "don't you want to come live by me", "Isn't this the type of city where you want to have your business headquartered" . You and other elected officials will gripe all day and shake your finger at "barking dogs". Ever think many of them bark because they spend their life on a six foot chain with no human interaction, no exercise, no enjoyment, weathering the elements, 30 degree weather, 90 degree weather, all of the grass long ago worn away? Why not fix the cause of the problem instead of making the dog who is crying for mercy the scape goat? I know you think you are a well oiled machine and you're set for life like most of the LFUCG council is but you will only enjoy that security so long before you are forced to open your eyes and actually earn your position.
