We, the undersigned, hereby petition the Lexington Fayette Urban County Council to pass an ordinance forbidding the chaining or tethering of dogs unless they are physically accompanied by an owner.

Chaining a dog, also called tethering, is not only inhumane to the dog, but also dangerous for the human community. According to the CDC, chained dogs are nearly three times as likely to bite as dogs who are not chained. They are more likely to bark incessantly and even attack children or adults who enter their area of confinement. The American Veterinary Association advises, "Never tether or chain your dog because this can contribute to aggressive behavior."

Rarely does a chained or tethered dog receive sufficient care. They may be sporadically fed, rarely given water, and their shelter may be less than adequate. Like people, dogs are highly social animals, and being isolated on a chain is one of the worst cruelties imaginable for them. They become depressed, anxious, unpredictable and defensive about their territory. They are unable to perform many of their most instinctive behaviors, such as tracking smells, playing, and running. Life on the end of a chain is no life at all.

Many communities around the nation, including Louisville, have already passed anti-tethering laws. These laws either ban tethering in favor of secure fenced yards, or restrict the number of hours per day that a dog can be tethered. Surveys of animal control departments in these cities show that these laws really do work, and they require minimal effort to enforce, especially when tethering is completely banned or limited to one hour per day. These cities recognize that happy, healthy and well-socialized dogs make their communities safer for everyone.

Why? That's what I want to ask people who chain their "pets". My pets are truly that, and many other things. My beloved dog, Honey Bear, is part of my family, and I certainly would not do that to anyone else. Dogs have feelings - they feel the pain and neglect they experience every day while on the constricting leash. STOP!

No living being should be restricted to a chain. If you are going to aquire a pet you should be a responsible owner. These animals are so amazing & loving, and it is cruel to chain them. If you can't give them a loving home then you should give them to someone who can.

I live next door to a very sweet but chained pit bull named Charmin. He begs for attention every time his owners leave the house. He had a dog house but it has been recently replaced with a dog carrier. It is getting really cold and I have often wondered if Charmin will fare the winter in his living conditions. He just wants attention and to be loved. I often pet Charmin and give him treats and toys. He appreciates my attention and I feel that his arrangements are unfair, unjust and cruel.

I work for the lexington humane society and we do not do any adoptions to outside only homes for the reason that we as an organization recognize the harmful impacts it poses. Why would someone want a dog just to chain it outside? This is different from an outside only dog (like a farm dog). I hate seeing this.

It has been shown that dogs that are chained are more aggressive toward people and other animals. Dogs need to be with their people and not chained out with no chance to become socialized.

Cheryl Feigel, Rep Dogs should not be left in a helpless situation. A chained dog can be attacked by a free-running animal. He can run out of water. He can get too cold or too hot. He can get strangled by the chain. He can be stolen. People who do this should not be allowed to have a dog.

What we are hoping for is to get people to understand that chaining their "pets" is against a city ordinance. Those who are already chaining most likely will not be impressed and will continue chaining. Enforcement is of course a problem, but with the law on the books, if a case of animal abuse is reported and chaining is involved, prosecution has another standard on which to convict. Thanks for your consideration and support for this ordinance. I hope thatyou will pass it and make it officially another tool against animal cruelty.

It's plain and simple...dog chaining is inhumane. Dogs should not suffer long, miserable lives of boredom, disease, total lack of affection, constant exposure to harsh elements and predators, lack of proper nutrition, etc. etc. It is way past time to end this irresponsible and cruel practice. Lexington needs to make many changes regarding its treatment of animals and this is one way to start!

Dogs are social beings and are known to be mans best friend. Dogs that are on chains tend to be more aggressive towards humans and in general, thinner and less cared for. People that love and care for there dog properly would never leave there dog chained up. A dog should be a part of the family not an object chained to something outside. Often times if a dog is chained up, its because the people do not want it and they put it out there so they do not have to deal with it. They only go out to see if they have food and water and that is if they even care that much. The main thing is that dogs are not animals that can just be tied out or tossed to the side. They want to be a part of someones life and should be treated that way. There is NO reason for a dog to EVER be chained up outside.
