Unrestricted Special Use license to house 10 older, small size rescued dogs

Due to Base Closure I relocated with First Army from Georgia to Rock Island Arsenal last summer. My primary objective was to find a place where I could house my 10 old, small size rescued dogs. Based on information available at the time and my real estate agent's assurance that I am in compliance with local rules and regulations, I bought a house in Geneseo Hill, IL subdivision which is outside city limits. Upon arrival I received a letter from the Henry County Zoning Board that I am in violation of the zoning code that allows 3 adult animals over the age of 4 months unless the Zoning Board grants a Special Use License. I have applied, paid the fees, provided detailed documentation with pictures, impecable references, and opened up my house for authorities to inspect, yet one of my next door neighbors and their friends have started a nasty campaign with outrages, unfounded allegations petitioning the Henry County Board to deny my application. I have been together with my animals for more than 8 years. We have a strong emotional bond. It would be devastating to all of us if  separated. Due to the age and noncontagious health issues, my animals would undoubtedly be put to death if handed over to authorities, nobody wants to adopt old and sickly animals. Please help me to petition the Henry County Board.
