As it stands now, dog owners are permitted to confine their dog eitehr in a cage, or chained up in the yardm even in extreme tempature. At -40 degree, dogs can suffer frost bite or even frozen to death. p to now, there is nothing Animal Services can do about it. Dogs (and all animals) have feelings. They feel cold, they feel heat. They also feel fear, loneliness, boredom and depression. Dogs need exercise. They are pack animals and also need socialisation. To leave a dog outdoor 24-7 is like imposing a LIFE SENTENCE. This is worse than DEATH. We should speak up for them who cannot speak or defend themselves.
