Justice For Toby/Investigate Clark County Sheriff's Office

My dog Toby was murdered by the vets because my family paid them to do so.  He was poisoned, given arsenic mixed in his medications, and then brutally murdered.  My famlily found out which vets I was taking Toby to because they'd hired a provate detective firm to keep me under surveillance.  They're also in constant communication with the Clark County Sheriff's Office, and the sheriff's office has broken the laws by refusing to allow me to file police reports over several incidents that took place, including an attempted break into my house, lying about the identity of the owner of the vehicle used in that attempted break in (it belonged to the detective firm, the deputies said it was a woman trying to serve me papers), and the deputies lied about not being able to find evidence of a connection between two people involved in that attempted break in.  The Clark County Sheriff's Office chauffeured my mother's secretary in patrol cars and wrote down they were driving a Brazilian diplomat.  This is also misuse of tax-payers money.  They will not let me file police reports, they won't investigate, and they are behaving like my family's personal servants.  Somebody should remind them they are public servants hired to enforce the law, not private servants servicing criminals.
Due to the fact that police corruption is such a serious matter, and the fact they are in collusion with criminals, my dog was murdered, there was an attempted break in and other incidents the deputies refuse to investigate or to write the correct information, somebody in charge of corruption must investigate the Clark County Sheriff's Office.  I emailed for help both Rep. Tim Probst and Goveror Chris Gregoire.  Rep. Tim Probst's aide, Peter Sterr, wrote me saying the sheriff's office couldn't find evidence between Joe Peck and Patty Locktov.  I showed the evidence, which was the result of a google search (google Joe Peck Patty Locktov without quotation marks).  With this evidence, I also had evidence the sheriff's office were lying.  On his next email, Peter Sterr wrote Rep. Tim Probst wouldn't help me.
Rep. Tim Probst decided not to help me when he realized the sheriff's office broke the law.
These are dirty cops.  They've endangered my life, and my dog got killed.  During December my family used one of them, Dep. Chuck Kerr, as their personal messenger boy.  He came on December 17th, after 9 pm, to hand deliver messages.  No record of his visit exists anywhere.  As recently as January 27th my family sent deputies to my house.  At this point in time, whenever I see a deputy I am scared they are going to harm me.
This petition is to get whoever is in charge of investigatig corrupt cops in Washingotn state, and also vets, to investigate the dealings between the Clark County Sheriff's Office and my family (conspiracy to commit crimes), and to investigate the extent of those crimes.
Somebody who works for my family arranged with the vets to have Toby murdered.  I suspect it was Sgt. Dennis Pritchard, the one in charge of Internal Affairs.
Corruption in law enforcement can never be tolerated.
Please help me get enough signatures so those in power do something about this.  Thank you. 
P.S:  Please check facebook for this page at Justice for Toby.  I have documents posted there and will keep updating that page.  right now I have the picture of the minivan's license plate (the one used in the attempted break in), the email from Peter Sterr (Rep. Tim Probst's aide) saying the sheriff's office couldn't find any evidence of a personal relationship between Joe Peck and Patty Locktov, and the evidence (google search results) of a personal relationship between Joe Peck and Patty Locktov.  They used to be facebook friends.  The Clark County Sheriff's Office knows and lied deliberately.  They know what is going on.
They are involved.
