NO KID LEFT BEHIND

During a P.A. District 14 championship game 2 players where left sitting on the bench for the entire game. They did how ever meet the minimum play requirements for a 14 man roster of 1 at bat.However these two kinds seen absolute no field time. I would like our local Greencastle Antrim Baseball Softball Assoc to establish a ground rule for all games and tournaments held on our fields , that there will be no kid left behind.
