Make it Illegal to Smoke in Senior Subsidized Apartments

It is illegal to smoke in the common areas of senior apartments due to laws for HUD and some states, however it is legal to smoke in their apartments. The smoke migrates into the common areas which is in fact illegal due to these same laws. The fine print does not state if the smoke migrates into other apartments. Taxpayers pay for the healthcare of those on Medicare and Medicaid, therefore this is a cost savings and more important to extend the health and safety other seniors/ veterans. We live in such an complex and we have hospice members, dialysis, cancer, and other immune diseases. Our Management advertises on " A Home For Mom" that the only smoking allowed is outside but refuse to do anything about the smoking in individual apartments, and you can smell this in the common areas and other apartments. The local health officer will not enforce this stating he did not find any cigarette butts or smell smoke in the hallways.

Does it make sense, that the federal and state governments prohibit smoking on their grounds and buildings, some local communities prohibit smoking in parks and on beaches, but it is legal for the most vulnerable people to second hand smoke, live in an environment 24/7 in which they are exposed to second hand smoke.

I need your help, I have been trying to do this alone without success. It would be simple to change existing laws that prohibit smoking in common areas to includes individual apartments. ( three words), is that to hard to get passed? Would you want your parents, grandparents or loved ones exposed to this when you are helping them chose a new living situation in their retirement years?
