Severe Penalties for Innapropriate Toutching

Make toutching someone's privite parts intentionally, without their permission, whether above clothing or not and whether for sexual gratification or not, a Class C felony punishable by a $10,000 fine and 10 years imprisonment. Add a mandatory sex offender registry.
