Punish Kansas owner that assaulted and threw Roadrunner off of a balcony

Meet Roadrunner, a Tibetan Spaniel who was received into care at KC Pet Project in critical condition. Despite being provided the best of care, however, due to his sustained severe injuries vets could do nothing to save Roadrunner's eyes.

Authorities claim that if found guilty, the owner's citation carries a penalty of up to $1,000 fine and up to 180 days in jail.
