Live Animals transported in truck beds need to be Constrained!

If you have ever witnessed a dog (or any other creature) tumble out of a truck bed and meet a horrible death in traffic, as I have, you would demand a law for these animals to be safely restrained. Loads of inanimate objects are required to be restrained, WHY NOT living animals?
