HISD FAILED TO ENGAGE/HISD WITHHELD RESOURCES

Petition: Summary and Background

For the past 5 years, the PHILLIS WHEATLEY HIGH SCHOOL community, including long-time residents, legacy stakeholders and alumni has consistently reached out to work with upper level HISD administrators, school administrators, and teachers to collaborate in order to improve the academic achievement of our students. We now realize that the statement made during the TEA visits in 2017 was correct: This District makes decisions for adults, not for students, to wit: appointment of management not in the historic school's students' best interests.   The removal of the former Principal created short-term hope because it was not followed by the appointment of effective capable administrators and leaders. Rather, community perception is the placement of a puppet administrator, and subsequent mistreatment of one of the most respected, hard-working, student oriented, learning-oriented persons on campus who served the school for 40 years. PWHS is characterized as a low-performing school; however, HISD has failed in its responsibility to address issues that impact performance, attitudes, motivation, etc. of students served. What are the Timetables for and objectives for: (1) placement of Hispanic teachers and administrators; (2) placement of effective counselors for all students. (3) bringing the school library into compliance with the Southern Association of Schools standards; (4) teacher,administrator, and staff evaluations (5) reformation of a legitimate Student Government Organization (6) fully operational service provision from the Social Services Center on campus; (7) for expansion of study tracks, especially CTE tracks of interest to students, available at Wheatley and (8 bolstering the administrative, academic and extracurricular aspects of PWHS ?

ACTION PETITIONED FOR BY CONCERNED PWHS community: That HISD (1) conduct thorough investigation of puppet plan, (2) seek the correct and verifiable facts related to the treatment of the long-term employee who most of us feel was disrespected;(3) seek verification of the deteriorating learning environment at PWHS as quickly as possible; (4) provide the requested timetables; and (5) take immediate corrective action incorporating input from the PWHS community of concerned stakeholders.
