Ask City Clerk in Chicago to Ban Puppy Mill Sales to Pet Stores

Many U.S. cities across the country are making an effort to ban the sale of dogs that arrive from puppy mills. The City Clerk, Ms. Susan Mendoza in Chicago is also trying to implement a plan to ban puppy mill sales to pet stores. The idea is to stop any dogs or cats that do not come from government-based and approved breeders, animal facilities, humane societies and other rescue organizations.

When anyone purchases a puppy that was originally born and raised in a puppy mill, it opens up that slot for the breeding and rearing of more of those poor and horribly neglected animals. It is definitely sad to think that it is better to leave those pups in that type of environment; actually those people running such places should be arrested and the puppies rescued by those who can rehabilitate them. But they should never be allowed in pet stores that would keep such disgusting businesses in “need” of more pups. They are in it for the money, not a real passion for those they “should” be caring for.

Regarding the puppy mills, Ms. Mendoza states, "They're overcrowded," Mendoza said. "The moms are forced to breed continuously. ... They're caged in their own excrement. They don't get any exercise. They're literally in a tiny jail cell, and they're never cleaned. They're prone to all kinds of diseases, and they basically breed them until they're dead.” A spokesperson for the anti-cruelty society went further on to say "If people are not able to buy a dog at a store they will most likely find a loophole, such as turning to the Internet to buy animals, which is completely unregulated."

The office of the city clerk is where dog licenses are sold and Mendoza is a former state legislator. Since 2011, she required pet stores to disclose the name and address of each breeder, along with vet and congenital defect records. The proposal presented by Ms. Mendoza would regulate animal sales and target puppy mills. Anyone in violation would face heavy fines per day, with charges for repeat offenses.

Illinois Law Legislators and Chicago City Clerk Mendoza – We thank you for your efforts in proposing this bill to stop puppy mill sales. We urge you not to stop until all puppy mill sales are banned from pet stores and other puppy sales. We need to help these defenseless animals from those puppy mills that only consider money rather than those that should be under their care. Please proceed with this new ordinance until it passes and puppy mills are eventually put out of business.
