In Brussels on May 31st, 2008 , under the auspices of the International University Sports Federation (FISU), Kazan, Russia was announced as the host city for the 2013 Summer Universiade.
Do voters, who made that decision, know that in Kazan thousands of dogs will be killed in preparation for this outstanding highest-level event?

Thousands of visitors from across the globe are expected to visit the Universiade 2013 in Kazan.
As a part of preparation for the festival, the question arose about the large number of homeless dogs. There are no animal shelters in the city.
For many years, the capture of homeless pets was done by a “Stray Animal Capture commercial Service” (SACS), using cheap euthanasia methods for dogs and cats, namely paralysis of respiration (suffocation). According to official documents of SACS under the direction of Nurrulin R.R, before 2013 more than 120 thousand (120,000) dogs were killed. They used brutal methods of killing and did not hesitate to kill in front of shocked passersby. At same time the organization held in captivity about fifty abused animals, where all puppies were infected with distemper.
The conditions in which dogs were kept were described as terrible, without food and water, infected with parasites and other diseases. The SACS euthanized even personal pets.
The main veterinarian in the SACS is accused of being a torturer, since the main purpose of the organization is to spay/neuter and release. However, dogs are euthanized using cheap poison instead.
It was noticed by locals, that the SACS workers released only pregnant dogs so the organization has work to do in the future.
About 12 million rubles were allotted to cover expenses of each dogs’ extermination. To participate in this governmental tender, the candidate organization must pay 587 980 rubles (around $19,600 US dollars). NO Russian animal rights organization (ARO) has such an amount of money. Moreover, it cannot accept the conditions of this tender:
1. The tender winner will be required to capture 8,815 dogs, and
2. To kill 6,958 dogs(almost 79 percent of all captured dogs). This is the only official announcement. From past statistics, 99% of all dogs will be killed.
3. To sterilize only 1,857 dogs.

It is the first time that government officials announce animal mass killings and zoocide politics.
Kazan is about to launch the mass animals murders “as a part of Universiade preparation”. Only SACS-s will participate in the tender. Then, in April 2013, zoocide will be started.
On the 4th of March, on the SACS territory, described earlier, a heap of tailless dog corpses was found (the SACS workers prove their “work” with tails). Those killings were carried out during the last month before the contract between government and SACS was ended. Now, everything comes to the point then this contract will be renewed.
The auction “Stray Dogs Capture & Removal in Kazan, Russia 2013” will be held on 5th of April.
Instead, we ask and plead that governmental money be used to create a shelter and for sterilization, but not for cruel, mass killings.
