DEMAND Max PENALTY for woman who tied dog to fence with no food or water

This is a classic example why animal abuse offenders CANNOT be allowed to get off lightly. THEY RE-OFFEND!!!

A female dog "Duchess" rescued from her back yard where she was tied to a fence and was fed sand and rotten food. The dog had no fresh water and was wearing a duct tape muzzle. 

 
 The owner was previously cited for mistreating the animal and for holding it tied to the fence with no food, water or tags but the citations were ignored. They were ignored because no one followed up , and what is a citation anyway?
 Wingard Lauvaunti was arrested and she is now facing charges.

 I am asking you to sign my petition and request the maximum penalty for this woman. No creature deserves to live this way. If the offender is not given a stiff punishment, and banned from owning animals ever again - she will repeat this behavior with another dog in the future!
