Stop Miller-Motte from locking student out of classes

College missions require professors to help students become more civically responsible. To me, that means moving from an egocentric point of view to a more socio-centric approach, considering at all times what is better for the collective good.
For about 3 semesters I've been attending Miller motte campus in Conway and I have found that this technique used "Locking out Late Students" has done nothing but discouraged students pushing themselves to go to class everyday to better their education for not only themselves, but for their children & family.
I struggle with the pitfalls associated with literally or figuratively locking students out, and in turn suggesting that if you don’t come early enough to receive all of the knowledge there is no point getting any of it. In an institution designed to promote a love of learning, when some students are already dealing with financial stipulations and other life issue what could be more belittling than telling a student 5 minutes late their not showing effort in their education, and the only excused excuse is traffic accident reports that's Bolgna!
What's a class without students, especially those being charged a 4 year degree tuition and being told you have to pay again if your unexcused for a certain amount of days. Who has money to continuously pay for education NOONE in the lower & middle class I know that. Teachers get paid to come to class students don't especially with withheld refund checks. Schools fail to realize the day to day struggles we encounter trying to rise out of poverty by bettering our education.
I wish to begin a stand for students to be given the right to enter class up to 20 mins late with being penalized with only attendance point deductions, this way student can gradually see the mistake their making and make improvements so everyone doesn't have to suffer for one persons mistake. Everyone's excuse isn't the same but I believe the attendance tolerance on a regular class day should be adjusted. I believe replacing this new school technique will show students that they can learn from their mistakes not just in confidence but in competence.
