People should sign this to ensure the safety of the their small kids. Enforing a speed limit (5mph) would go a long way in making the residential areas lot safer for the kids.

I had approached the city of cupertino and Sherriff's department last week. In both cases each of the departments put the onus on other. City said that kids should not play on the road and 25mph is safe. The Sherriff's informed that if adults are supervising the kids, they cannot intervene.

The California Vehicle Code does not allow the posting of a 5 mph zone on a residential street; the prima facie speed limit on Vista Ct is 25 mph and it cannot legally be posted otherwise.
While the accident several years ago was very tragic and unfortunate, it was not a result of speeding vehicles and a lower speed limit would not have prevented it. 25 mph is a safe speed to drive along Vista Ct and would not be considered speeding, and due to the short street segment, it is unlikely that vehicles would be able to achieve a higher rate of speed before reaching the end of the street.
Please keep in mind that even though Vista Ct is a cul-de-sac, it is a public street and children under no circumstances should be playing in the street.
