Stop Under Funding and Over Crowding, Urge Change

In Minnesota there has been a large influx of enrollment, yet the school budget recently faced a shift in funding from 90/10 to 60/40; for those of you not familar with what this means, basically the government would give the school 90% of the budget at the beginning of the term then at the end would give the last 10%, now the school is forced to operate on 60% of the budget until the 40% can come back, however the 40% isn't even gaurenteed the governement is using schools as banks, rather than an educational safehouse.
I urge a signature on this, we need to get this changed back, sooner rather than later.
