State permit for Fitness course on Sand Island, Honolulu

We need a permit from Hawaii State Department of Land and Natural Resources, Division of State Parks for a public non-profit fitness course project on Sand Island. The land is abandoned now.

PETITION TO DIVISION OF STATE PARKS

DEPARTMENT OF LAND AND NATURAL RESOURCES
FOR A SPECIAL USE OR REVOCABLE PERMIT
For Sand Island Fitness Course

Sand Island Fitness Course is a public non-profit recreational project which was started on Sand Island in February 2014 under a common revocable permit for the area. To continue this project after termination of the existed permit on 3/27/15 we need a separate revocable permit for the same or adjacent areas. There are obstacles and sport equipment for cross-country and athletic training on site, which were already built for the fitness course project during Feb-Dec 2014 period, which were approved by Division of State Parks (DSP) of State Department of Land and Natural Resources at that time. 
We ask for a Special Use Permit for this project for Puka Race, Hawaiian non-profit org., until the application for a separate revocable permit is considered by DSP.
The fitness course is a very wholesome exercise trail that includes walking, jogging, climbing, jumping and balance activities, which are very good for the athletic training of the users. It is similar in idea and approach with existing Bryan Clay Exercise Park at Diamond Head area created by Clark Hatch with Division of State Parks approval. The Bryan Clay Exercise Park is popular among the local communities. We foresee that the Sand Island fitness course will have a similar response.
