Shut down the kanawha county animal shelter and make it a no kill animal shelter

Turn the kanawha county animal shelter into a no kill animal shelter. They charge an awful amount to adopt a pet and yet they say their main goal is to help the animals find homes yet they kill them within 5 days. They mistreat all of the animals there. The cages are always nasty, give the animals a fighting chance at life.
