Assign SolarCoin claim rights to rooftop owners.

SolarCoin is a currency for incentivizing Solar electricity generation. Its value is function of the number of people holding, tranfering and purchasing with it. By asking Solarcity and other large owners of roof-top solar assets to transfer their SolarCoin claims to rooftop owners, the SolarCoin economy can grow more broadly.
