Campagine for an animals abuse register!

Far to many domestic animals are suffering from neglect and abuse from their owners.  It is about time that as an nation of animal lovers, we start to stand up for their rights.  There is a sexual offenders register to help protect our children, it is about time we had one to protect our animals.  Thank you in advance.
