K9 police unit regulation to only non-violent role's

Hello my name is Spencer, and I would like to bring a change that most people probably don't think about or feel it affects them. But because something may not affect you does not mean a change isn't needed. I feel that dogs in a civilian population should not be trained to be aggressive, but only used in role's that can help an officer facilitate there job. Dogs are not naturally aggressive towards random people unless under stress or have been abused in there past. Dogs also are not as intelligent as a human being who can distinguish where to shot someone when you are going for a kill shot or a maiming shot, when a dog bites they just bite there is no thinking of where to bite, and with this being the case a peer of you community can then possibly be killed or permanently scarred if they some how get involved with a k9 unit. I believe a dog can still be used in positive role's where they find drugs, cadaver,bombs, and help officer find suspect who are hiding but it would be the officer job to apprehend the suspect. Because the bottom line is no matter what the suspect is accused of doing he/she is innocent until proven guilty, so where have we gotten our self to where we use an animal that is capable of being used in so many positive role's we should only force them into a role of only fear, think back to when Martin Luther King had his Marches, dogs were used to instill fear and harm children who were peacefully protesting, the generations of fear based on a trained behavior from the dog. Well my fellow citizens of American need to change the way we treat our own community members because if we really our innocent until proven guilty, technically the law is the dog should be put down for maiming a civilian.
