Horns in our cars have been installed for need-based usage. But is that how they are being used? They are being abused.
Blowing of horns has gone beyond rationality. It has become a disease, a condition - in which the driver doesn't even realize that he/she is blowing it without a need.
Not only does it cause noise pollution, but it also creates stress among other drivers which often lead to accidents.
We know that all vehicles need to go through the pollution check regularly. That regime could include a check on the number of times the horn was blown.
There should be a financial penalty for overuse of the horn.
We are no experts and we are only putting an intent out there - the govt and its various think tanks are most competent to put this into implementable format.

Sir, we believe you are aware of the noise pollution caused by automobiles. A large part of this is unnecessary and avoidable. 


There is no incentive for not blowing horns nor is there a penalty for over doing it. 


Our humble submission is to mandate a "horn meter" in every vehicle that could measure the usage of horns with the intent to identify and penalize execessive usage. 


Such financial penalty would act as a major detterant for all drivers - those who are unaware / ignorant as well as those who are aware yet oblivious to the plight of others. 


The collections from fines could well be used for furthering the cause of pollution control and reduction. 


We are only putting forward an appeal in its basic form and hope that the govt will utilize its machinery to give it the proper shape and structure to make it implementable. 


We as humble citizens would be happy to participate and contribute in ways within our capacity. 


We trust our petition would find your sincere attention and would get actioned to fruition.
