Stop the shooting of stray dogs in Harrisburg, Pa

The city of Harrisburg has no money so they broke a contract with the Humane Society and will no longer take stray dogs and cats there. Instead, they decide that it's appropriate to just shoot the animals or take them to a secluded area and let them go. They need to find rescues or another to handle the situation. This is barbaric. We do not live in a foreign country that disregards the life of animals. I do not want to live in a state that allows this go on unnoticed and freely. I am very disappointed in the officials of Harrisburg that thought this was appropriate.
Harrisburg should not be allowing animal control to shoot and/or release stray animals instead of taking them to the Humane Society because they cannot afford a contract. They need to find rescues or another to handle the situation. This is barbaric. We do not live in a foreign country that disregards the life of animals.
