Stop Animal Suffering. Urge Qatar to start a Government Funded Animal Welfare Organization

This petition came about after a personal experience.  I went jogging one evening around the neighborhood and as I was approaching a street garbage container, to my shock and dismay, I heard kitten cries coming from a cardboard box that was taped shut and placed next to the container.  I immediately opened the box and found 6 pair of desperate eyes staring back at me in sheer terror. 
 
Somebody actually tried to throw away 6 healthy and very much alive, kittens.  I took them in and they settled into a corner of my already overcrowded 2 room apartment that I share with my husband, daughter, 2 cats, one dog and 2 canaries.
 
I immediately started searching for welfare organizations, took phone numbers and web addresses in a frantic search for a loving home for them as it was impossible to keep them indefinitely.

I soon realized that the welfare organizations , were ALL non profit organizations run by good hearted Samaritans that were operating on full capacity and everyone had to unfortunately turn me away.
 
We are in desperate need of a funded organization that can shelter and care for so many homeless and abandoned animals that we all pass by everyday on side walks and street corners.  They suffer a great deal especially during the summer months when temperatures soar to 50 degrees Celsius and higher.
 
We are asking Qatar's Ministry of Environment to share in the plight to give all the homeless and abandoned animals in Qatar hope in finding shelter and not having to face a life of cruelty, hunger, starvation and agonizing deaths.
