At the end of March 2017 in the city of Perm (Russia) in the State shelter, during the feeding the volunteers discovered two puppies in a serious condition, they were barely breathing. After examining the puppies, they understood that their injuries were similar, the lacerations of the anal region, urgently took puppies to a private clinic.
In the clinic, after the examination, the doctors gave medical report "Extensive lacerations of the anal region from sphincter damage and distal rectal separation, with a tissue defect. Extensive hematoma of the perineum, traumatic shock of the 1-2 degree." Also, their tails were broken. From the received injuries, both puppies died within 24 hours.
Their bodies were sent for additional independent expertise of criminalists. Subsequently, were found another dogs with similar injuries. All the injured dogs were sent to veterinary clinics for rehabilitation after this inhuman treatment.
Commenting on what happened at once several veterinarians, that these injuries are not characteristic of canine bites, these injuries are consequences of mechanical damage.
Speaking in everyday language: animals were raped.
This is a fact of inhuman cruelty, a crime against public morals. And this happened in the State shelter, which is held at the expense of budgetary funds. A criminal investigation was initiated against the head of this center for the maintenance of stray animals. However, at the moment the investigation is "hampered" in every possible way and the perpetrators probably will not be punished.
Now, in order to change this situation and the perpetrators have incurred real criminal punishment, legal assistance and public attention are needed.
It is also necessary to install 24-hour video surveillance on the territory of this shelter in order to prevent any incidents with cruelty towards animals from now on.
We ask to support the authorities of the Perm Krai, the city of Perm at all levels, to carry out an internal investigation concerning Kiselev D.S., director of the "Perm City Municipal Service for the Regulation of the Number of Neglected Dogs and Cats" in Perm, and all the employees of this organization.
