Implementing Youth Structure, a New Movie Theatre for Clarksdale

There is a growing, agonizing, problem in the city of Clarksdale, Mississippi.
We are faced with two major economic roadblocks in the community of Clarksdale, Property Crime, & Violent Crime. With Violent Crime tipping the scale at an average of 63.9 compared to the United States average of 41.4 & local destination of Southaven being only a tiny 3.8 (1-100 avg. scale) These averages alone, signifies that *something* has to be done. My goal is to focus on the youth mindset, their frequent violent behavior & presence in the community of Clarksdale at this time. Being that Clarksdale has absolutely NO place for youth to Gather, Have fun, in a peaceful yet exciting manner, there are violent & nonviolent crimes being committed almost weekly. Not even the families of Clarksdale have a center where there is a sure & secure sense of, confidence, joy, & excitement. Southaven, being quote on quote, basically "down the road" is flourishing with life, fun filled activities for families to participate in and enjoy, keeping them out of the business of trouble as a whole. The Violent Crime Average of Southaven barely weighs the scale at an average of 3.8 compared to Clarksdale's Violent Crime average of 63.9. The most mentioned place in Southaven from the mouths of youth when referring to "The go to place" is the Malco Desoto Cenima/Movie Theater.
This is the place where majority of the youth from Clarksdale intertwine in an absolute, untouched, peace, But, there is a party of youth that never even have the opportunity to enjoy the magnificent pleasure of being gathered at A cenima, such as the one in Southaven, due to setbacks such as traveling, traveling costs, absence of a automobile & worry of safety from their parent or guardians.
If their were the same fresh energetic center of joy, gathering and excitement for Clarksdale, Violent crime Rates would surely drop at least 20-30 percent within an expected 1 Year basis.
The cinema/movie theater that is already located in Clarksdale is horribly worn down. There is a powerful odor that drives people away from the cinema in clarksdale, the food is inedible being that it is always surely spoiled, 80% of the seats in the cinema are almost or completely broken, missing cotton, tears, rips, huge stains that have an odor, the carpet in the Cenima is ripped and torn and missing in multiple places, equipment in the entry of the cinema are either broken, very oily, unclean, crawling with bugs & bacteria. The screen that the movies play on is uneven, very worn down, in terrible condition. If our cinema were to be fixed, clean, restored, maintained with adequate care, all of Clarksdale's Youth would be centered there, decreasing Violent & property crimes drastically, leaving room to restore Clarksdale's economic value as a whole, bringing new jobs for youth & adults, therefore creating even more revenue and increasing the Average income per household in Clarksdale by at least 10-20 percent within an expected 1-year basis.
