End racism in the Chicago Police Department

Chicago Police is tasering, beating, shooting and murdering people of color for no reason and getting away with it. The review board that is supposed to penalize severe police misconduct involving violence is not doing so. An independent task force proved this definitively in their report released last week. They called for Mayor Raum Emanuel to replace that review board with a new transparent and accountable civilian one. Add your name here to urge Mayor Emanuel to create an unbiased and effective police oversight committee. If this doesn't happen ASAP more cops could get away with hurting or even killing another person of color.  

Currently, the investigative body for police shootings and excessive force allegations is the Independent Police Review Authority. In their report, the task force found that the IPRA does not always investigate claims. They also found that when it does, the investigations are biased in favor of the police. For years, the IPRA has protected cops from the repercussions of improper, racist and dangerous police work.

The investigating task force was appointed by the mayor last year after a horrifying dashcam video surfaced of a white police officer executing 17-year-old African American Laquan McDonald. Many described this shooting as a tipping point for the mounting racial tensions in Chicago. The summary of the task force's findings says "C.P.D.'s own data gives validity to the widely held believe the police have no regard for the sanctity of life when it comes to people of color". ​The task force called for over 100 actionable changes in the way the C.P.D. functions, one of the most powerful and urgent being the change in police oversight.

Just last week another African American kid, 16-year-old Pierre Loury, was shot and killed by police. If his case is reviewed by the IPRA, Pierre's killer would likely not face appropriate disciplinary action.

Politicians like Mayor Emanuel are motivated by public opinion - let's tell him that our opinion is there should be unbiased police oversight in Chicago. We're glad to report that Mayor Emanuel has started implementing changes, but it's not enough. The IPRA is still the body investigating police misconduct and we know that they are biased in the police's favor. Please share this petition to help keep the pressure on for change!
