Enact a Moratorium on Clemson Construction Now!

In recent years, there has been a great deal of growth in the City of Clemson. This has been coupled with a lack of strategic visioning for the city and an overemphasis on the construction of high-density housing, even though it is unclear that the current or future market will support it. Development is important, but it should be done with great care to maintain and improve upon what people love about Clemson. Apart from the aesthetic impact that this accelerated development is having on our city, residents should not be burdened with the long-term infrastructure costs of buildings that may be underutilized and will strain city resources with respect to utilities, sanitation, policing and fire services.

We, the undersigned citizens of Clemson, petition the City of Clemson, the Clemson City Council, and the Planning Commission to enact a two-year moratorium on the rezoning, application processing, permitting and construction of new high-density housing within the existing C, CM, CP, CP1, and CP2 zoning or within RM3, RM3.5 and RM4 classifications. This moratorium would take effect immediately and expire twenty-four (24) months from the date of its enactment. During this time, there should be both a complete review of the Comprehensive Plan and the development of a long-term strategic plan to address increased traffic and additional impact on the City. This moratorium is necessary and overdue to address the intended and unintended consequences of the current level of growth being experienced in Clemson.

The following are compelling reasons for issuing a two-year legal moratorium:

-Strained resources, including public services and infrastructure.

-Existing and future traffic problems that have not been adequately addressed.

-Reduced quality of life for Clemson residents.

-Needed evaluation of the legality of the marketing and pricing practices of per bed housing as to whether they violate the Fair Housing Act.

-The economic viability of non-student businesses in downtown Clemson. 

ONLY residents of the City of Clemson or people who work in the city or university should sign this. Please give your name and address and add comments that will be forwarded to the Clemson City Council.

The petition asking for a two-year moratorium on high-density construction in Clemson will be presented at City Council this Monday, July 17, 2017 at 6:30 p.m. 1) If you are local and can be present at the meeting, please join us on Monday to show your support for the moratorium; and 2) please ask two of your friends who have not already signed the petition to please do so by Monday afternoon. For all who are in the Clemson area, there will be a City Council Town Hall Meeting
with City Council Members at the Holy Trinity Episcopal Church this Sunday, June 18, 2017 at
6:00 pm. This will be an opportunity to ask questions of and voice concerns to City Council regarding the unprecedented changes happening to the city. Please consider coming. We are hoping for a good turnout.
