Demand an end to Pet owners who do not spay/neuter their outdoor animals.

When will it stop. You have Pet owners that have these animals that live outside just roaming the neighborhood, they have not been fixed, so a nasty cycle goes on. Female cats that are not fixed end up pregnant by the male cats who are not fixed, the Babies starve or are Hawk feed. These Pet owners need to be fined, And not allowed to use the excuse that they are not their animals. If you have animals and not have them fixed you should be hit where it hurts your wallet, and should be cited for abuse of an animal.
