Petition to Request Conjugal Visits In Pennsylvania

A conjugal visit is a scheduled extended visit during which an inmate of a prison is permitted to spend several hours or days in private, usually with a legal spouse. While the parties may engage in sexual intercourse, the generally recognized basis for permitting such a visit in modern times is to preserve family bonds and increase the chances of success for a prisoner's eventual return to life outside prison. 

The use of "family visits" would benefit the inmates, and their family's very much due to the much needed time for children to get to know their parents, parents to spend time with their children, husbands and wives to have time together and inmates to share time with elder family that may no longer be present once released from prison.  Conjugal visits would allow for much stress to be relieved from inmates, therefore less violence in prisons would occur. Also conjugal visits may decrease homosexuality in the Pennsylvania Prison System. Visits are only permitted for registered domestic partners who are not themselves in custody. Even with such restrictions, the program helps some inmates reconnect with an important source of outside support as a reentry, reintegration, and recidivism-reduction strategy.

In the US, Extended Family Visit programs are justified by 5 of the 6 participating states on the grounds that it helps preserve the family. The hope is that maintaining familial relationships during incarceration will motivate prisoners to improve their behavior both behind bars and upon release. Additionally, the incentive of conjugal visits is that inmates are strongly motivated to comply with the various day-to-day activities and regulations of the prison. As a result, inmates consciously avoid an infringement which might disqualify them from having a conjugal visit.

The visit will usually take place in a structure provided for that purpose, such as a trailer or small cabin. Supplies such as soap, condoms, tissues, sheets, pillows, and towels may be provided.

Having family visits would be very beneficial for the inmates as well as for the children. They will get the chance to touch them, play with them, share a meal with them,and interact in ways that a regular visit doesn't allow them to.

Conjugal visits will allow families to have time to interact more as a family unit. It is important that they have time to perform as a family unit without the eyes and ears of all around them. Not to mention the exposure to other happenings in the visiting area.

I believe conjugal visits should not only be allowed all across the country but encouraged! In fact seeing as the population of people living together unmarried is commonplace now , I feel it should include everyone, married or not. And I do believe it should be a right, and allowed once a month for those who wish to participate. The prison systen is seriously in need of rethinking, as it is clear, prisoners suffer most from lack of love and attention.It is true people are far less likely to reoffend if they can feel love. Many prisoners who are low, or minimum security should be allowed out on furloughs with ankle bracelets. Medium security risks should certainly be given the right to have family, wives or girlfriends, spend a fair amount of time together. And in many ways the higher risk ones need possibly the most attention, unless it is a case of person who has tried to hurt the person they love(then I think some consideration must be in place so as not to endanger the wife or girlfriend, say a psychological review before allowing physical contact.). Depriving people of sex and love is stupid and makes for a more dangerous jailtime. I've heard of some jails having trailers for conjugal visits, I think it is a wonderful idea!!We are supposed to be a sophisticated society!! Why are we so primitive in the penal system?? In fact I would like to imagine a future type of jail in which the families fully live together, in condos or homes (ie Family jails, because after all you can see from all that people have written, families are ostracized through no fault of their own! People make mistakes and bad choices sometimes, but don't take it out on the families or wives or girlfriends of those who are in jail. I would move in, in a minute if I could be with the one I love!! I am also being punished, for a crime I believe he dd not commit! I support this petition and any for every state. It is tme for change!!!!

The bond between my husband and me is unbreakable. However, the time and distance can take it's toll. Extended and conjugal visits can be just what he and I need to take the tention away. Physical contact is so important to a marriage. To have that special visit to look forward to is a wonderful incentive to stay out of trouble and it just may lower the divorce rate. I can not see any negitive effect allowing these special visits could have. It seems ONLY good can come from this. Please take serious consideration to this petition. I would like to see this looked at for all state and federal inmates, I am sure if a priveledge like this was dangled in front of the incarcerated we would have much less problems on every level behind bars. Most important to me is to create private family visits for inmates with children. Stats show single parent households have an extremely higher rate of the children becoming involved w/ criminal activity. Lets give the children a chance. They need regular quality time w/ both parents together. That is invalueble to a child! I also think the incarcerated parent should have the oppurtunity to earn money strictly to send home for child support. That should be mandatory!!! As the law is now, it is the family on the outside that truely suffers! We are NOT promised 3 hots and a cot, and we did nothing wrong! I am in totally agreement with this. The conjugal visits would be beneifical in the aspect of inmates being able to enjoy their partners, in which it would decrease crime within the prison. The inmates would be able to bond with children, esp children who are born while the inmate and the critical newborn months for that parent to be a part of the childs life tho being in prison. It would be an all around great investment if this were to become possible

Conjugal visits can only add postive to the Corrections System. to name several would be lowering costs of health care for inmates because the homosexuality rate would decrease, therefore cases of AIDS and other health risks would be lowered. The Correctional system would also have the opportunity to increase revenue while families could pay a fee for such overnight/family visits in a housing unit specifically used for these visits. Conjugal visits are another positive and necessary part of rehabilitation for inmates and their families. The bond between a husband and wife are already strained because of the circumstances, which conjugal visits are another way of communication to strengthen the bond that is also necessary for all the stages of rehabilitation of incarceration, including re-entry. Conjugal visits would also attribute to lowering the health risks, such as the highest cause of AIDS, the mental and psychological impact, causing higher rates of recidivism are only a few of the many damaging effects that homosexuality causes in the prison system. Conjugal visits are a proven means of rehabilitation for inmates as shown in the majority of other state and federal correctional facilities.

I am and have been the Fiance' of a prisoner in the PA Doc system. We are presently in the process initatint the process of being married awhile he is in prison. Although, haveing conjugal visits is not a right it would bond our marriage the way it is written in the bible. Therefore, making my husbands commitment to me strong allowing him to focus on the most important thing and that is family. I believe if you support this bill, you will see alot less volience, homosexual involvement and a strong commiment to reunite with the inmates family. Thank you for your support in advance.

If the PA DOC's mission: "Our mission is to protect the public by confining persons committed to our custody in safe, secure facilities, and to provide opportunities for inmates to acquire the skills and values necessary to become productive law-abiding citizens; while respecting the rights of crime victims." How can an inmates acquire the skills and values necessary to become productive law-abiding citizens if you do not support spending valuable time with family? I believe this starts within the family.

There are a lot of times that people have to drive literally half the waking day just to visit and then you have such a short time after waiting to get in to see them. The longer the children are prevented from seeing their mother or father, the more likely it is for them to have hatred toward the law because in a small childs mind, police TOOK their parent. A small child refuses to believe that their parent has done something wrong and the more the law prohibits the childs exposure to their parent, the more likely it is for them to rebel against authority figures in adolescense and adulthood. The adults should be punished, I agree; however, the children should not be punished. Prisons are already overcrowded. We do not need to increase the chances of the children going to prison anymore than they already are. Another important fact is that the more ceonnected the inmate and their significant other are with eachother, the less agitated the inmate will be. It would also help them to be more comfortable when they are released becuase they would feel less like they have lost touch with the "outside" world. It will give them a stronger sense of security. My last point is sex is an important part of remaining healthy in a stressful environment. There are plenty of studies that depict the benefits of sex. The number one benefit for the prison to take into consideration is that it would allow the inmates to release pent up anger and agression in an extremely healthy manner. It would also help ease depressions, which should be a concern for the prisons so re-integration into society is less costly and more successful.

I feel as though these visits are necessary for married couples because it is very hard when you are apart from your spouse. This issue is important to me because it would relieve stress from the inmate as well as their spouse. I feel the inmates attitude would improve greatly if he/she could spend that type of quality time with their mate. I also feel strongly about this issue because it takes place in many other cities, Pennsylvania should get with the program and see how differently the inmates tturn around.
