Bozhidar (God's gift) was about a year old stray, enduring life on the mean streets of a small village in Bulgaria. Sadists used him as a live target and shot him numerous times. They covered all of his body with gunshot wounds but that wasn't enough for the bastards' sick fun, so they cut his tong and left him on the road to die slowly!
The driver of a passing truck saw the agonizing dog and called local animal rights activists. They reacted immediately but there was nothing much to be done for the poor thing. By the time help arrived he's lost too much blood and his suffering was beyond belief. The dog has been euthanized.
Atrocities like this one happen every day and in every country. Still, there is difference between the way such cases of unspeakable cruelty to animals are handled in the civilized world and in Bulgaria.
Bulgaria has very good, modern Animal Welfare Law (APA 2008) that forbids inhumane handling of animals and places strays under special protection. On 14 April 2011, Bulgarian Parliament passed an amendment in the Penal Code, which criminalizes Extreme Cruelty to Animals. That came onto force on 27 July, 2011. So, what is the problem then?
The problem is that Bulgaria has no enforcement body to implement the new law and therefore change can not take place. Bulgaria has no legitimate Zoo police with powers and Bulgarian police officers do not want to bother to investigate and take animal abusers to justice. Since 27 July' 11 we witnessed a number of extreme animal cruelty cases in Bulgaria and no criminal was caught and punished with jail term, or even with a fine. Our complaints go unnoticed and in some cases we've been told to shut up or else (my personal experience with Varna's Prosecutor's Office when I enquired about the 2-days-old puppy who's all four legs and the tail were cut off).
Dear animal rights activists from all over the world, on behalf of the Bulgarian stray animals I appeal to you for help. They need you to raise your voices to protect their lives. They need you to tell Bulgarian Government that it is now a high time to act and implement that modern Animal Protection Act of Bulgaria.
BULGARIAN STRAY ANIMALS LIVE AND DIE IN AGONY! CRIMINALS NEVER GET INVESTIGATED AND PUNISHED! IN MOST CASES POLICE LAUGHS IT OFF OR SIMPLY DOES NOT ACCEPT THEIR DUTY TO PROTECT STRAYS. CASES OF EXTREME CRUELTY TO ANIMALS NEVER MAKE IT TO COURT! THIS HAS GOT TO CHANGE!

We the undersigned
once again have read of another apalling case of animal cruelty and torture in Bulgaria .
Only a few weeks after seeing an act of barbarism that can only now be describes as normal from a country tagged * The Dark Territory * .
Bulgaria is now being publicly talked about as equal a nation of animal haters and torturers in the same context as China or Romania .
Bulgarian Animal welfare laws are a joke , unenforced and a total waste of paper and time .
These laws are widely considered farcical and only pushed through parliament as an attempt to save face by the government . To make an attempt at fitting in with fellow EU member states as they were the only member with no such laws .
Bulgaria needs to improve on their treatment of animals now or be further vilified . Bulgaria is now on the boycott list of many thousands of people .
Bulgarian strays are treated worse than sewer rats . The stray problem was created by the Bulgarian people themselves , through abandonment and neglect . The dogs and cats are on the streets through no fault of their own but punished for this fact .
The strays live and almost certainly die in agony . The criminals who abuse them never get investigated . The police laugh off pleas for help and cruely cases never get to court .
While the municipalities murder strays on a daily basis . Some are thrown alive down steep embankments into landfills , shot , poisoned or worse . The municipal shelters are death camps , starvation or crude inhumane sterilizations are performed regulary . Bulgaria is a hell hole for stray dogs and cats .
So I rest my case * laws * , what * laws * ? There are no laws , only veiled promises , made purely to try to fool .
Bulgaria receives millions of Euros in funding from the EU each year to deal with their stray population re spay , neuter , release . EU advises all member states that all animals are sentient beings and should be treated humanely . They advise members states to adhere to the Animal Protocol , Bulgaria blatently ignore this time and time again .
Under the new Citizens Act coming into place in 2012 , millions of people are lobying the EU for greater protection for dogs and cats . May I suggest Bulgaria as a nation ( not just the Government ) bare this in mind .
This kind of barbarism and cruelty will not be tolerated forever by the world or the people of Europe .
It's time for Bulgaria to prove they are worthy of any respect and support from the outside world . It's your responsibility to see that this respect is restored
