High Locked Electricity rates without choice for residents, The Lofts at Harmony Mills, Cohoes NY

Lincoln Properties/The Lofts at Harmony Mills complex in Cohoes, NY
currently charges a residential rate of approximately 13 cents per KWH which is substantially higher than what is out there, 6 to 8 cents with wind or solar company, or 8 or 9 cents with National Grid itself.

This rate could be lowered through deregulation - allowing residents to choose their own electricity provider, which for electric is blocked if you rent here.
The electricity rate is set at 13 cents and fluctutes as they please yet it is claimed as "solar power." Doesn't make sense, that solar power, if that is eve true, is higher than market rate, National Grid offers 9 cents, yet non-negotiably locked in. Green Mountain Power, which quoted 6 to 8 cents, it fluctuates IS solar power, wind or combined.

When asked about these high rates, Lofts emailed back, that "National Grid regulates the rates". which is totally a bogus white lie as I knew, and double checked with National Grid that no one here can have an account with National Grid for electric. Yet this email was NOT signed by any name, from the leasing office. Very fishy, They always sign their name. Signature was blocked.
Would that small panel on the garage really fuel the entire complex of large buildings? I doubt it. I have always guessed it is just for display to simulate there is solar.
I haven't heard of any solar farms used in the area, is it really solar?

Residents here, since Lofts did not sign up as a HEAP vendor for electric can NOT apply for and receive:
A $10,000 supplement available from the county of Albany, to apply to electric bills and electric arrears. Available for incomes $2700 approx. for household of one, and charted for larger households. This is a government benefit that residents here SHOULD be able to claim if needed!

The Regular Arrears Supplement is a one-time benefit based on the actual amount of current utility arrears, up to a maximum of $10,000 per applicant household. Benefits are paid directly to the household’s gas and/or electric utility vendor(s).

NY Governor also announced another large utility relief bill. I assume electric bills for residents at Lofts can not get it as well.
