No Profiteering from Natural Gas Rates

The Public Utilities Department of the City of Richmond, VA is taking unfair advantage of its natural gas monopoly to overcharge citizens and customers for the natural gas they need to live.  As of August, 2014, the City of Richmond has raised its rates for natural gas by a huge 63%, from $.50 per CCU to $.815 per CCU.
