Apply stiffer fines and more jail time for Animal Cruelty

Right now the fines for heinous crimes against animals is "up to 6 months to a year in jail and a $500-5,000.00 fine. With fines so lenient, it is no wonder there are so many getting away with "MURDER" and Cruelty to animals. We need to enforce higher fines of 5,000.00-10,000.00 dollars and jail time of 5 to 10 years. It is too easy to be cruel to an animal, and the sentences are even easier. "UP TO" needs to be taken out of the option, and counseling enforced for the abuser.
