Stronger punishment for those who abuse animals.

Seen 1000's of abused animals. It's horrifying. Breeders need to ask more thorough questions before placing dogs in homes. If able infomation should be checked out. They need to include as part of their paperwork a spay/neuter contact that all their dog must be sterilized by 6 months old. This should be followed up on if not sterilized suffer the consequences listed in the contract.
